Cutoffs vary every year. If the exam is easy then more people score better marks and the cutoff rises. The most fluctuation is seen in general category because ews general is a new category that is going to be implemented. Although it is not clear if it will  be implemented this year as supreme Court has declined to stay 10% ews quota. It is a recent verdict and will affect admissions if implemented. If it's implemented, cutoffs will definitely go high for general category. If not then it depends on student performance in the exam which cannot be predicted right now.
