Exams like EAMCET are not prepared in a week, or in a month. There are authorities who are assigned to make and submit the questions for the paper over the course of few months, so exam paper is drafted in a long process and situations like COVID have no effect as the exam papers might be ready by then.

For the difficulty part, it could be difficult or not, but it is not in relation to the current situation.
