with 65.5 percentile in jee mains with respect to sc category can I get any seat in jossa counseling 2021 ???

Hello Aspirant! According to your percentile, your expected rank would be around 3.5 lakh to 4 lakh. With this rank, it would be quite difficult for you to get any college under the JOSAA or CSAB counselling. You may get NIT Kurukshetra or lower branches in lower NIT's only if you're from home state. Otherwise you can't get any other colleges. You can try in other state level counsellings or other private institutes like:
REVA University
Parul Unversity
UPES, Dehradun
Graphic Era
etc.
