 Yes, you are eligible for All India Quota (AIQ) counselling if you have scored 281 marks and you belong to OBC category. 

Every candidate who appeared in NEET PG 2018 and got the cutoff score, are eligible for counselling. The cutoff marks for OBC  in NEET PG 2018 is 218 marks.
