Firstly, congrats on successful completion of your VITEEE exam. The cut-off trends keep changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 23,000, you cannot secure a seat in BioTechnology in Vellore campus in 1st fee category as the cut-off was 20,000 in the year 2016. You can try applying from the last two fee categories (i.e. 4th and 5th). Just apply to their counselling process to know the exact fee category as the cut-off's keep changing every year.
