With so many computer science and IT engineers graduating every year and also change in visa policies of USA, is cse still Good?

Computer science is one of the best option  in future it may get new technologies but we have to get update according to current market.Visa policies may not chance.

I read in news that around 1 Lakh Layoffs will take place in Indian IT firms and many of engineers with a good experience will also get unemployed.

You are correct that in IT firm job security is less but that doesn't means that there is no scope in CS branch.Infact CS is the most paid branch in India. You can surely go for CS because you have government jobs in CS too in which you have job security.
