NO, other states students, outside students from Maharashtra state, cannot take admission in COEP. Because to take admission in COEP, candidates must have the Domicile of maharashtra
In addition to this, You can take admission in COEP and if you have cleared the MHTCET or JEE mains. Other state students of Maharashtra cannot take admission in COEP.
There are no seats for All India (AI) Candidates in Government and Government aided B. tech colleges of Maharashtra. You can only apply for private colleges as AI candidate and JEE Mains score would be preferred for selection to those seats.
However, you can apply for many private colleges in maharashtra if you are from other state.

It depend upon the teacher who each mainly teacher prefer English language to teach because many students who come from other state feel hard to under hindi as compare to English.
CORP is one of the best college FIR engineering and in coep 15% of seat reserved in all India quota for admission through jee main and the rest of the seat is taken through MHT CET . To get admission through jee main in CORP candidate have to score more than 180 .

As far as the cut off for coep is concerned through mhtcet the computer science cut off generally doesn't go above 150-200. For the core branches the cut off goes uptill 2k.
For jee mains , it depends on the number of applicants and the rank obtained by them and accordingly they are admitted on the basis of state ranking.

Admission to COPE is done on the basis of MHTCET exam and also from the JEE mains exam. Since you have mentioned you belong to the Home state Quota OBC category, then looking at the previous year MHTCET Cutoff, You need to score more than 170 marks in MHT CET to get CSE branch in COEP.
If you talk about JEE mains, then looking at the previous year JEE mains Cutoff, you need to score 150+ in JEE mains in order to get CSE branch in COEP to be on safer side.

Facilities and infrastructure available for embedded systems course are excellent and up to date. The medical facilities and libraries are always available. There is sports room and court for playing games too. The medical facilities mentioned are excellent.
AC facilities are available in classrooms. A library is available. NCC courses are available in the college. Games are not conducted in the college. Drinking water facilities are available. The canteen environment is bad. The canteen is very unhygienic.
There is no hostel in this college, plus the college campus is extremely small. There is no auditorium here. The condition of the canteen and washrooms is very poor as well. The number of classes is also very low; only 20 to 35 classes are here on campus. Average infrastructure.
