All the institutions that you have mentioned were the premier institutions of India. You need to achieve good rank in JEE ADVANCE to secure seats in these IIT's.

According to the placement and academics, my preference order of these IIT's for CSE branch would be,

There is no such restriction on you even if you fill a withdrawal form and claim to not reappear for the exam next year as such a rule would be outright preposterous and arbitrary. As long as you fulfil the rest of the eligibility criteria for JEE mains 2021,

See according to the online data available on placements , the domestic highest package was Rs. 21 lPA CTC while the average package was of Rs. 9.5 LPA CTC.

Also the placement rate as well as package have raised sufficiently in 2020 compared to 2019.

dineshburuboyina2575 , I think IIT Dhanbad is best for ECE because I think Electronics and communication engineering is not  in IIT Palakkad there is Electrical Engineering.

And the IIT Dhanbad is already best for other branch also.
