It doesn't matter which branch you chooses it's matter how much effort you put in that field to learn if you want to clear upsc . In today's date most of the people are Engineer's who clear UPSC . If you are willing to do Engineering than choosing a core field may help you .  But if you don't want to waste enough money you can pursue a basic BSc or BA . UPSC exam doesn't deal with any field . It's an national level exam where you have to choose your subjects based on your bachelor field .  A BSc in a particular field is a good option it requires less time , less money and if you apply for BSc you can start your UPSC  preparation from first year. So, choose a good college to learn well in bachelor and sitting in a placement is also a good option you can prepare for UPSC with an earning in on side but this decisions depends on you .

First of all I want to say that you can't get seat in IIT with jee mains score.

You need to pay RS 35000 only after you accept the seat you get in JOSAA counselling so that you have the seat in your hand. If you did not any seat in round 1 and you get a seat in round 2 , if you choose to take that seat in that college then you need to accept that seat and pay RS.35000 within the time duration mentioned and before the next round of counselling starts. See it is little bit difficult to suggest that whether you will get any seat or not because you have very low marks and also different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

According to the marks you have mentioned in the question your rank is expected in the range of 1000249 - 1029399. So if we check out previous years NEET cut-off trends in Odisha then on such rank there are almost no chances for you to get government seat in any of the medical colleges.

The eligibility criteria for KVPY says students having physics chemistry mathematics and biology in academic year 2020 and 21 are eligible to apply provided they secure minimum 75% aggregate marks in maths and science subjects while for the students with SC ST OBC PWD category should get minimum of 65% marks in science subjects and maths as an aggregate in their class 10th standard board examination.

No not at all. If you are appearing in JEE-Main then it is enough for you to sit in JOSAA Counselling, it is not mandatory to clear the qualifying cut-off percentile for JEE-Main. But yes if you want good college through JOSAA Counselling then you should have good rank in JEE-Main or if you want to sit for JEE-Advance then you should have clear the qualifying cut-off percentiles set by NTA for JEE-Advance.

yes most of the colleges and companies allow to sit in their placement exam irrespective of your department. If you are able to learn CSE basic and core subjects properly with coding,then definitely you can sit for placements with cse students and get placed.
