Well vssut is one of the most prestigious institution of engineering in orissa so it difficult for you to get admission into it with any good branch but still you canget lower branches and as per the indra gandhi institute you can get chemical engineering as well as electrical engineering and all the lower branches . As you have mentioned you got 67 in OUAT examination as well as you have SC category , I think you will get a government college but some specific one only.

You haven't specified the exam you attended .if you are referring to NEET then you have qualifying marks for NEET but getting an admission to a government/Aided/Private colleges with this marks is really tough based on previous year data. If you are EE student in MNNIT Prayagraj or any other engineering college in India you can easily sit and give placement exams for IT and software companies . But you should fill eligibility criteria like you should know coding , DBMS and some related subjects and basic aptitude with mathematics .

I will suggest you selecting BioTech at DTU over HBTI Kanpur Polymer. DTU has excellent faculty, research facilities and infrastructure. BioTech is not that bad a branch. You have lot of opportunities in researcg and development in Bioengineering if you plan to pursue a Masters or Doctoral degree later on in future.
As far as the Non Core/Coding/Finance sector is concerned, you can definitely sit for them and crack them, provided you have excellent skills and determination to compete with your peers in other branches. DTU being located near IT Hubs at Noida and Gurgaon further provides the impetus for prospects in training and placement. Most of the MnCs and IT Companies recruit from DTU.

Yes why not , you can sit for CSE placements . CSE is computer science engineering and CST is computer science and technology. Both are almost same CST may be a little more software oriented ,however, the name of these courses does not make any difference in their content/syllabus . Ultimately its computer science and the target companies are going to be the same.Moreover , irrespective of the branch you take, it is your knowledge, skills and passion towards the field that will bring opportunities , if you are good at what you do , then placements won't be that big a deal,because anyway you will end up in a good job and company . The field by itself is has the highest demand and supply in terms of employment.

you can definitely sit for CSAB counselling even after you have accepted a seat in NITs. According to the guidelines for CSAB counselling , if you have seat in any of the NITs , while participating in CSAB counselling the seat which you have been allotted will remain safe and if you do get a seat from this round your previous allotted seat will be forfeited.

Considering you from general category as you haven't mentioned your category. if we compare your rank with previous year's cut off rank which was around 15792 for mechanical branch it is quite difficult for you to get a seat in SITEC. However you can use the 85% state quota if belonging from the state. Also with this rank you have pretty nice chances in other good engineering colleges in your state.
