As far as the preference order is considered ECE and mechanical are two entirely different branches, if only institute is your preference then IIT Kharagpur over ISM.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

Yes, definitely you will qualify if you comes under the general EWS category as it falls around 70-75 percentile every year for the EWS candidate.
And if you are a general candidate without any category then there is not a surety that whether you will clear the cutoff for jee mains or not as sometimes it rises upto 90+. One thing you can do is just wait because soon NTA will publish the results of JEE mains and there you can check everything.

BCA students can not apply for CDAC courses. 4 year bachelor degree course and master degree course is recognised by CDAC.
Electrical, Electronics and Communication, Electronics and Instrumentation Engineering with atleast 60% marks from recognised college or university. So you are not eligible to write CDAC exam. But if you go for completing your MCA then you are eligible to apply some of the courses offered by CDAC.
C-DAC conducts two batches (starting in February and August) of following Post Graduate Diploma programmes of six months duration during the year: PG Diploma in Advanced Computing (PG-DAC) PG Diploma in Mobile Computing (PG-DMC)

Yes, you can definitely prepare for neet along with bvsc 1st year, it might be a bit difficult to manage time but with dedication and perseverance you can prepare well.
And don't worry
You are definitely be eligible for neet examination even if you get admission in bvsc.
This is because,
There is no rule which says that if you are do BVSC or any graduation you become ineligible for Neet examination, as to be eligible for neet what all one needs is :
* to must have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
So, if you fulfill this requirement as per your category then you are definitely eligible for Neet examination ,even if you get admission in bvsc and after qualifying Neet examination you can get admission in medical colleges for MBBS etc on the basis of rank or marks obtained by you in NEET
