gate stands for graduate aptitude test in engineering, see the eligibility criteria for gate exam is candidates must have completed b.tech or bachelors of science course of 4 years or master degree course of 2 years or diploma +b.tech course of six years duration. however the final years candidates of the above mentioned disciplines are also eligible to apply for gate.
now see since you are currently studying in diploma engineering you are not eligible to appear in gate exam.
once you complete your diploma , you may take admission in b.tech course through lateral entry admission process, thus you would be eligible to appear in gate exam at the final year of your b.tech course. gate 2021 is conducted by IIT bombay, this year third year engineering students were also eligible to appear in gate.

Yes after completing diploma you can go for lateral entry without further wasting your precious time.
Lateral entry is offered in many colleges and talking about Delhi there are two that offer this platform.
IPU AND DTU these two universities offer lateral entry programs.
And for that you have to give entrance exam and pass with a good score .
IPU has many colleges under it and it's good with low fees and satisfying facilities.
Whereas DTU has much better facilities and placement are excellent.
If you go outside Delhi there are good colleges too that offer lateral entry direct admission you can throughly search and decide.

Yes after diploma you can do any Engineering course.
But for admission you have to take lateral entry exam in order to qualify for second year.
Basic requirement for admission is a candidate must have passed class 12th or equivalent examination with science stream (Physics, Chemistry and Maths). Candidates must have also appeared for national-level engineering.

You can only change your branch after first year every university and college provides the option of “branch change”, so that if any doubt still prevails in the mind of a student after taking admission in first year, he/she can then change his/her respective branch in second year. But, there are certain criterion which you have to be fulfilled.
1- Your CGPA must be at-least 8.5 or above in 10 scale. (This is most vital but it varies from university to university)
2- You must have no backlogs in your 1st year.
IES or ESE is engineering service exam, hence as per the norms laid out by UPSC, candidates need to pass degree or diploma in engineering from a recognized university, other than this some of the other fulfilling eligibility criteria are as follows;
Passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India)
Passed Associate Membership exam which is parts II and III/Sections A and B of the Aeronautical Society of India
Passed Graduate Membership test of the Institution of Electronics and Radio Engineers, London held after November 1959.
For applying in Indian Radio Regulatory Service or Indian Naval Armament Service a postgraduate degree or equivalent in Wireless Communication Electronics/ Radio Physics/Radio Engineering as a special subject, Master’s Degree in Science with Physics and Radio Communication /Electronics /Telecommunication as a special subject is also applicable for India Radio Regulatory Service.
