It is clearly mentioned on the GATE website:
"GATE-2019 score can be uploaded on the website upto April 01, 2019 although you should have previously submitted your Online Application on / before January 31, 2019. However, you can improve your chances of being screened in to the Selection Interview by additionally applying on the basis of Online Exam. The last date for applying on the basis of Online Exam is January 31, 2019. Please note that the cut-off GATE scores for screening into Selection Interview will be known only after the last date for applying for Online Exam."

According to Last year cutoff for BARC particularly in Chemistry was 678, so the Cut-off may get increased so I don't think that you may get a chance to get an opportunity at BARC.
But, on the secong hand, For ONGC Recruitment through GATE, last year cut-off for Chemist was as :-
So, I think that with your score, there are high chances that you may get a call from ONGC and get a job opporutinty to work in PSU.

BARC provides two training schemes called Orientation Course for Engineering Graduates and Science Postgraduates(OCES) and DAE Graduate Fellowship Scheme for Engineering Graduates and Physics Postgraduates(DGFS). Successful completion of training ensures posting in one of the DAE units or Atomic Energy Regulatory Board.
In the One-year OCES programme, the selected candidates are offered training at five BARC training schools situated at Mumbai, Kalpakkam, Indore, and Hyderabad. A trainee scientific officer scoring a minimum of 50% aggregate of marks is declared to have successfully passed the course and is posted as Scientific Officer in a DAE unit. Trainee Scientist Officer who meets the minimum eligibility criteria is allowed to pursue M.Tech or M.Phil in Homi Bhabha National Institute(HBNI). The candidates meeting the minimum eligibility criteria but are not interested in pursuing M.Tech are entitled to a Post Graduate Diploma of HBNI.
In the two-year DGFS programme, the candidates who have excelled in the BARC selection interviews and have secured admission in selected institutes and specializations for M.Tech/M.Chem. Engg, are paid stipend and tuition fee to pursue the course while retaining their employment in DAE. After completion of the 1st year in their course, the DGFS fellows undertake project work assigned by DAE. After successful completion of the course, they are posted as scientific officers in DAE.
For the second part of your question, if you want a challenging job, go for BARC and if a routine job will do then go for PSU job. Comparing the pays and perks, PSUs are preferable than BARC/ research jobs due to slow development in infrastructure and equipment in the field of research in our country. BARC is a central government job with great job security and a stable life(no workloads, 5 days of work in a week, no transfers) when compared to life in PSUs. The work culture of BARC and PSUs are totally different. So choose according to your interests.

To prepare yourself for the exam you can go for GATE exam as the level of examination of the the test is almost same.

The cut off varies year wise as there is nothing out for Gate 2019 cut off but as per last years detail, the cut off for Metallurgy (BARC OCES in 2018) as per different categories
