For Engineering Disciplines (codes ME, CH, MT, EE, EC, CS, IN, CE & NE): Candidates must have passed B.E. / B.Tech. / B.Sc. (Engineering) / 5-year Integrated M.Tech. with a minimum of 60%* aggregate marks in one of the engineering disciplines as mentioned in the table below.

SC/ST, DODPKIA candidates are exempted from paying the fee.

Barc relases separate recruitment notice for diploma holders and B.tech/B.E graduates.Being a lateral entry student you can apply to both until you are in final year.If you are passed i.e if you are graduated then you can apply to B.E/B.tech graduate application.
Barc releases notice for eligibility criteria for each recruitment you can check the details about it from the official website of BARC.
Barc recruitment for OCES/DGFS is through gate exam .If you will appear for gate then you can apply for it .This application is for degree students i.e for B.Tech/B.E.You can read more about it here by visiting the link given below:

Not at all.BARC organise it's separate Exam irrespective of GATE.It shortlists the students by two means, one by GATE score and another by performance in BARC exam. While filling in application form you can choose any one or both. Choosing both will gives you better chance. Suppose you don't perform well in one , there is chances to get through another.

There are two modes of application: (1) Online, and (2) By Post.
1) process for Online Application:Keep the challan for the amount of the Application Fee.Log on to the website barconlineexam.in, and follow the instruction there for filling and submitting the Net-form.
(2) Application by Post
It can be made by taking two photocopies on an A4 size (~8.3"x11.7") paper of the accompanying format in the advertisement as Application Form.
No separate application form is issued.
Fill in all the relevant information, paste photographs on both the copies and mail both copies along with one set of enclosures and the portion of the challan marked “Institution copy” towards the application fee to the address given in the application form.

These are pure governmental organisation and often termed as psu.The recruitment is through gate and there own entrance (if possible otherwise it is mostly through GATE)followed by a personal interview.These research organisation hire candidates of all branch according to vacancy.The competition is quiet tough not only because of large number of aspirants but also due to entrance exam syllabus.
In btech minimum marks usually asked is 65% or equivalent CGPA(6.85 this time).
So if you score well in GATE there is fair chance you might get a call from these organisation for personal interview.
