Unfortunately, this is not a passing mark. If you score less than 33% in either theory or practical, you will be considered fail.
Students need to score 33 per cent individually in theory, practical/project in order to pass in the CBSE Board exams 2022.
But, if a candidate fails the practical exam, they must retake both the theory and practical portions. After failing the exam on their first try in all subjects, including practical, they must retake it if they don't pass in two consecutive years.
Since, you passed your practical and failed in theory only, you need to reappear only for the theory examination.

The passing criteria remains the same for both usual and compartmental examinations for CBSE, i.e., 33 % marks.
Here is the official statement regarding the same-
A candidate must receive a grade higher than E (i.e., at least 33% marks) in each of the five external examination subjects during the main or compartmental examinations in order to be declared to have passed the test. The minimum passing score for each subject on the external examination is 33%.
No you cannot have any right to get a centre in own city.

Hope you are doing great. In the month of June, the board will announce the compartment exam date sheet 2022 for students in grades 10 and 12. The compartment examinations for classes 10 and 12 take place in July. The actual fee for the CBSE Compartment exam is Rs. 300.
For registration: Applicants must first go to CBSE's official website, cbse.gov.in, and then click on the link "Online Application for Compartment Examinations 2022 for Candidates." There you can give the relevant details and register yourselves for the examination after the payment.

Since you have give compartment exam and you are having 2 certificates then while showing the documents you must show both of them for the verification process.
Then your total evaluation can be verified easily.

the true fact is that students who are fail to secure a minimum score of 21(out of 70) or 33 (out of 100) tends to fail in CBSE main examination and also in the compartment exam , but if the question paper claims to be very tough then lenient marking is applied , however if students are very close to get passed and lacking of 2 or 3 marks then evaluator may try to get you passed by somehow managing your marks and providing marks on your each attempted question.
still i would suggest do not rely on these things , prepare well

i hope you are doing well , see the thing is that no evaluator or checker want their students to get failed in any of the subjects, they do try their best to get you passed,but if have not written anything right or related to the question asked then how could someone pass you , mathematics is not related with theory subjects as in theory subject we comparatively get passed because evaluator may give 1 or 2 mark extra on your answer to get us pass, but that is not same in mathematics, in mathematics you may be awarded by mark for every correct answer and not a single mark for wrong answer or wrong step.
if you are confident that you have done correct of 23 marks and some of the questions you attempted and left incompleted but your steps are somehow correct then there might be a chance that your 23 marks will become 26 then you will get pass.
