The candidate must have passed in the subjects of Physics, Chemistry and Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/Bio-technology at the qualifying examination. For students belonging to SC/ST or OBC category, a minimum of 40% marks must be obtained to be eligible for the NEET examination. For students with loco motor disability of Lower Limbs, minimum marks of 45% are required for General-PH. For SC-PH/ST-PH/OBC-PH, a minimum of 40% marks are required.

Normally, Aspirants who want to study a Master of Computer Applications must meet the general qualifying criteria for admission to any university. However, the MCA qualifying criteria differ from college to college, based on the academic requirements for students:
Candidates must have completed their BCA/B.Sc/B.Com or a related programme and have received at least 50% in their undergraduate studies.
To be eligible, mathematics must be a compulsory subject in the 10+2 grade.
so basically you can pursue MCA as you meet the eligibility criteria.

See for NEET there are no age limit till now. So yeah! he/she can sit for the examination, but your colleague isn't eligible for the examination of NEET because he/she didn't have Biology as a subject in 10+2. Now if your colleague want's then he/she can apply for open schools and get the 10+2 done with Biology as a subject. But there are cases going in Supreme court regarding the credibility of the NIOS students in NEET. So the aspirant have to take some chances in order to switch the career.
