86 percentile means your rank would be around 1,80,000 in general and with this rank getting in to nit and iiit would be just your luck even if you go for csab 2nd round
if you are not belonging to north-east india or territory like puducherry than there is hope that you may even get in to nit from home state quota but branch won't satisfy you.
i will personally recommend you to go gor gftis where you have chance to get into college even having better nirf ranking than most other nit.
if you are looking for seperate counsiling than you may also go for thapar institute.

Considering 2019 cut off in round 7 you may have chances of getting seat in the following institutes in CSE under EWS category
This is based on previous year cut off, cut off changes every year depending on number of candidates appeared, difficulty of exam and number of seats available etc.

You haven't mentioned the name of the exam for which you're seeking information, so kindly help us with the relevant information so that your query can be addressed in more proper way, usually in majority of cases application process is online and now due to covid pandemic, this is more so the case, also it's conveniently easier to do so.
You can pursue two degree programmes at the same time. So, you can join two colleges at the same time, but one of the degrees should be pursued in the regular mode and the other either in distance learning or through online classes. In this way, you can get admission in two colleges at the same time, if you want to pursue dual degree.
