Hello Smita,
With a NEET UG score of 638 and an All India Rank of 40,170 in the General category, you have a good chance of securing a seat in a government medical college in Jharkhand or through the All India Quota.
Typically, the cutoffs for government medical colleges vary by year, but with your score, you are likely to be competitive for many colleges, especially in Jharkhand. For instance, previous years' trends indicate that candidates with scores above 600 have had a favorable chance of admission in various state and central government medical colleges.
Regarding the release of the state rank, it usually takes a few weeks after the NEET results are declared. You can expect the state ranks for Jharkhand to be published soon after the completion of the counseling process, typically within a month.
For the most accurate updates on cutoffs and admission processes, it's advisable to consult the official Jharkhand Combined Entrance Competitive Examination Board (JCECEB) website or the official NEET counseling website.
I hope this answer helps you. If you have more queries then feel free to share your questions with us we will be happy to assist you.
Thank you and wishing you all the best for your bright future.

In most schools, it should be possible to take Commerce with Psychology and Biology as your elective (6th) subject. Commerce and Psychology are not typically conflicting subjects, and Biology can be a valuable elective depending on your career goals. Universities typically require a minimum percentage in Class 12 for B.Sc. Psychology programs. The specific subjects required can vary depending on the university. While some universities might prefer students from a Science background (with subjects like Biology), many universities do accept students from the Commerce stream for B.Sc. Psychology programs. I hope it helps!
