Yes, you can get admission to NIOS Class 12th.
National Institute of Open Schooling (NIOS) oversees the Senior Secondary exam you can give without expending a year. The mode of application filling occurs online. The exam will occur offline. The exam time is 3 Hours for a written exam and a practical exam for the subject with a practical.
Eligibility
Qualified Class 10th. For NIOS 12th entry, the student must be of 15 years as of January 31 of the year taking admission. The student should produce a 10th class pass certificate from identified board, address evidence and two current passport-sized photographs.
Aadhaar card or passport or ration card or other identity proof.
Birth certificate for proof of date of birth
Address proof i.e. Aadhaar card/water bill/electricity bill/voter ID/ration card
Signature ( must be in black ink)
class 10th marksheet
Disability certificate for PwD candidates
Caste certificate for SC/ST/OBC candidates.
Ex-serviceman certificate for aspirants under the Ex-serviceman category
Secondary (class 12)
Fees for admission for ODE are INR 500 for a single subject.
INR 700 for a subject comprising practicals.
The remaining marks of your other subjects will be changed positions to NIOS from your board through the transfer of the credit technique.

No, it is not possible to get degree in Both simultaneously, you can't do diploma and B.Tech course simultaneously .You have few options to add this both courses in your academic curriculum :
If you want to get a job early in Electrical domain, then you may choose diploma otherwise , for a better placement with a good annual package , you can pursue B.Tech
However some college provide a Minor degree along with major degree so you can choose minor course in your college and then you will get both the degree but minor in one, among top institutes IIT follow such pattern.
According to UGC a student can pursue two degrees at the same time, but provided one degree should be in regular mode and other in open and distance learning or online. But since, UGC-AIC TE-DEB do not recognize diploma in engineering or any other technical course like BE/ B. Tech through distance education. They have also issued a notification declaring technical distance education invalid. So, you cannot pursue a diploma and a B.Tech degree at the same time.
Further, You can do diploma in electricals and get a lateral entry in B.Tech Electrical Engineering.

No, Bar Council of India (Which regulates lawyers profession)does not recognize any distance education degree for LLB. Therefore, even if you managed to obtain one, you will not be able to practice in court with that degree.
there is no need to practice law for lawyers in India to become a Judge.it is not necessary to have a experience certificate for a judge. Only the judges need to pass the judiciary exam.
