Hello Arun, after doing engineeirng in the stream of ECE(Electronics and Communication Department), you can go for core jobs without the knowledge of coding or you can go for software jobs with the knowledge of basic programming languages like C, Python, etc which are easy to learn. You can apply for PSU's jobs through gate, write IES(Indian Engineering Services) exam and get government jobs. You can continue with M.tech and become a professor or research lab assistant. There are handful of jobs you can go for.

If you want to pursue your MS in Germany abroad, first you need to find out which college are you exactly aiming for and then decide to weather go for IELTS/TOEFL. Some universities do accept IELTS and some do accept TOEFL as a proof for your English proficiency. Without proving your English proficiency you can not go for studying Abroad
