There is no restriction for the fashion designing course regarding the stream. All streams are eligible for applying for fashion designing course.
But if you are sure that you only want to be a fashion designer, in that case you can take arts as other streams are not of much use in this case. By taking arts you can take out time to explore your creative side and also can prepare for the entrance exams.
