Both of these universities are highly developed in this field.
Speaking for BHU there are dedicated faculties for particular courses and even companies like Amazon visit the campus some times for placements. Also there is a positive environment. Apart from German and french, languages such as Chinese, Russian are also taugh here.
Speaking of JNU, here to big companies such as IBM, Google, Amazon come ocassionaly to hire people. The environment is not better than BHU, but not too bad for learning.
Now coming to other institutes such as Geothe, or Alliance, these institutes are only focussed on one particular language, and have very limitted scope. If you want to master the language and have all your 2 years dedicated to one particular language, you may opt for these institutes. There are comparitively less career opportunities here, since these are private institutes for teaching language. However the quality of education that you will recieve in these will be better than those in JNU/BHU.
Apart from this, language learning has its own advantages. Once you learn a language, there are ample opportunities waiting for you.

yes you can take an admission. But after diploma you have to do graduation in anyway. With out graduation you won't get placed in a official process. The basic requirement is graduation in respective branch which varies per job posts.
You can do but for placement you have to do graduation. University keeps test for screening and after that you will get an admission. So if you want to do then prepare well and look for a good career.

Your pay will depend on the work and the organisation you are a part of. If you are working for for PR or Marketing department of any MNC can earn Rs. 30000 to Rs. 50000 per month. Teaching job: Rs. 15000-Rs. 25000 per month. Translators receive Rs. 250- Rs. 500 per page which would depend on your proficiency in the language. An interpreter can charge upto Rs.2000 to Rs. 4000 an hour depending on his/her caliber and experience.

Five foreign languages which are in demand are- Mandarin Chinese, French, Spanish, German and Japanese. Other languages which are rising in the market right now are- Russian, Korean, Portuguese, Italian and Arabic.
Registration for JNU Entrance Exam for 2020 will start on 2nd March, 2020. While CBT Test will be held from May 11 to May 14, 2020. Results will be released on May 31, 2020.

The JNA ba entrance exam in foreign language have the syllabus as follows
1.general knowledge
2.general english
3.elementary knowledge.
This is the syllabus and the total paper will be for 100 marks there will be no negative markings included .

Admission to JNU courses is conducted through the channel of JNU Entrance Test conducted by National Testing Agency.
The candidates will have to answer a total of 100 objective type questions for B.A. programme. The paper has been divided into two sections.
The first section contains objective type questions from Reasoning, English Grammar, Comprehension, Language for 50 marks.
Second section has descriptive type questions for 50 marks. The duration of the Exam is three hours.

As per your requirement, i would say that you can directly do Ma in jnu as mentioned above because you have already completed your bachelor degree which is btech so you directly go for post graduate course.
Graduation completed in any stream, from a recognized educational Board.
A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the level of graduation.
