You can write the content on a paper or whatever medium is comfortable to you and makes you work more better and creatively. However, if you want your content to be transferred or sent to somebody, sending it on a written paper nowadays is out of date. So, you can type it down or use speech to text convertor to transport your written work into a digital copy that can be easily accessible without any hassle. As a freelancer, you may also have foreign clients who may have a better experience of a digital imprint rather than a Handwritten copy

You have write the declaration on a white paper with black ink given in the notification and upload it. The declaration statement is as follows
“I, _______ (Name of the candidate), hereby declare that all the information submitted by me in the application form is correct, true and valid. I will present the supporting documents as and when required.”
You must write it in English in your own hand writing, scan it and upload the JPG/JPEG file in the application form. If the written declaration is not in English or written by some other person other than the applicant then the application will be invalid. If you haven't written the above mentioned statement and written something else and uploaded then you application will be invalid. You need to re-apply with alternate E-Mail ID and phone number as there is no correction window. The last date to apply for CRP RRB X is June 28, 2021.

It's usually written to fill the declaration correctly without any error. In your case if there is time then I will suggest you to contact the exam conducting body and ask them about the problem that you have done. I am sure they will help you with a solution.
If the deadline is close and they are not replying I will suggest you to refill the form again as it is better to refill rather to waste a year.

Well, if it is explicitly mentioned in the application form that no overwriting shall be considered, then may be you have to fill a new form if you have overwritten the name. Otherwise it is fine, as long as it is readable. Also, if there is no prohibition of using the whitener in the application form, you can use it and write down clearly again.
