Yes you can. That is possible if you apply for a diploma which is based on the standard. As in the diploma requiring your 10 + 2 certificates, you wont be able to give and fulfill criteria.
As you mentioned, you are in third year, so it would be easy for you if you do HSc from a private college.
Also try to apply in private HSC colleges as it will be give you enough time to read.

You need not to study whole syllabus of class 11th to give exam in class 12th.
This is the fact that class 11th forms the basis for class 12th, so you need to clear your concepts in class 11th itself.
Maharashtra board has reduced the syllabus for class 11 and 12th this year.

In this covid-19 phase it can matter. For example in Westbengal, the exams are cancelled for 10+2 and as a result the marks are alloted with respect to the 11 th results. Thus you can see the importance of 11th in this case. Apart from this there are no such particular link between 11 and 12 but yeah! to understand 12 subjects sometimes concepts of 11 are also required. For example, in Physics you will find electrostat in 12 which will need some of the applications of Mechanics which is from 11. So there can be such kind of application of 11 in your 12th results.

I m sorry to say However, aspirants belonging to Maharashtra State Candidature or Minority Candidature are need to appear in MHT CET 2021 for admission to B.E./B. Tech. but if you have given jee main so don't worry For all india seats jee main is accepted in Maharashtra counselling

Every state has CET, if you are pointing to Maharashtra CET then since introduction of NEET they have not made it compulsory, meaning you can choose one of it depending on what you want to pursue as it is mainly for engineering ,pharmacy and agriculture courses.
The online form has 3 choices in the drop down list as PCB with biology as main subject , PCM with mathematics as main subject or PCB and PCM both. They have 2 sessions in one day for PCB and PCM papers if you are opting for both then you will have to appear for both the whole day. If you are crystal clear on what you want to pursue then pick only the choice apt for it.

see generally repeater or students who appear in improvement exam has different question paper then regular candidates. sometimes if questions difficulty level is high grace mark would be awarded. however it would solely depends on the exam control authority decisions for allowing grace marks for repeaters students and would depends on the difficulty level of papers and teachers review.

No, the NEET roll number and HSC state board exam seat number are entirely different. NEET roll number is given in the admit card at the of release of admit card after you fill the NEET form for the exam
HSC state board exam seat number is for the board exam only and not for NEET. With that number, you can give only board exam.
