see the educational qualification needed for icar aieee ug is candidates need to pass 10+2 course with physics, chemistry and biology /mathematics , for general category qualifying marks criteria aggregate is 50%, for sc/st candidates marks criteria is 40%. the minimum age limit is 16 years as on August 31, 2020.
if you qualify the above criteria you can surely apply.

ICAR AIEEA UG 2020 is the only all India level entrance exam for admission in the ICAR Bachelor Degree programmes in Agriculture and allied sciences (other than veterinary sciences) in 15% university seats.
Duration : 2 hours 30 mins
Language of Paper : The questions paper is prepared in Hindi and English language.
Number of Questions: 50 questions each subject.
Total 150 Questions .
Marking : All Questions will be MCQ form . Candidates get 4 marks for correct answer. For selecting wrong answer, negative marking of 1 mark is done..

ICAR stands for The Indian Council of Agricultural Research (ICAR) is the apex body for coordinating, guiding, and managing research and education in agriculture.
The minimum qualification for admission in ABM colleges is a Bachelor's Degree from a recognized university or institution with at least 50% marks or equivalent CGPA (45% for ST category). The top Colleges offering Admission are- BHU VARANASI, G.B. PANT, CCS HARAYANA, AG COLLEGE and many others.

Hello vaisakh, ICAR(Indian council of agricultural research) cutoff is required to get admission into any of the colleges like BHU, RBLCAU, CAU(Imphal), etc. The cutoff is calculated based on various factors such as number of candidates appearing the test, difficulty level of exam and number of seats available for the specific course and college. For general category students, the cutoff is 50 percent and for ST/SC/PC category students, the cutoff is 40 percent.

You can't change college now as you have already taken admission. Now nothing can be changed. For some issue and problems that are going on the college may have not started the new session. They may start soon.
Until that time do self-study. Try to get the resourses and study by yourself. There are many things to learn.
Along with this you can contact to your college and ask regarding the starting of session. They may inform you if they are starting nearby dates or they will share their concern and say what is the problem.
There are emergency issues are going on and they will be solved by time only. Those includes public places like colleges and schools.
