For being an IFS officer you have to qualify a 3 tier examination named UPSC CSE. UPSC CSE selects IFS officers based on three steps:
UPSC CSE aspirants gives IFS to be there 2nd or 3rd choice of priority. So the competition will be quite high for this designation.
Now the eligibility for the UPSC CSE is that the student must have a degree of graduation from a recognized university/college.
The salary of an IFS depends on different factors. If the officer is in India and does job in Foreign Ministry then depending on his/her grade he/she will be paid. If we assume at the starting he/she will get approximately Rs. 65,000 including all the benefits and allowances. But if the officer is posted in the Indian Embassy in any other country, then the payment will be set up as per the Market Price Index of that country. Thus it can't be said what can be the exact salary but in countries like US or UK if IFS is posted then based on the MPI of the country he/she gets around Rs. 2.5-4 Lacs per months which is pretty descent as the accomodation, education of the children (if any), medical charges are carried by the Government of India.

Now the eligibility for the UPSC CSE is that the student must have a degree of graduation from a recognized university/college. Thus it doesn't matter which course you are from. But the point is, it doesn't matter which college you study in. You can study in any college of your wish and which offers you the subject you want. See choosing the right college isn't a factor but choosing a right course for your UG is a point of concern. Thus you should choose the course in which you are interested in so that you won't feel burnout and you can focus on the preparation of UPSC CSE. No college or course can help you out to crack UPSC CSE until and unless you have the rigor and scoring good in the exam is entirely dependent on your preparation and not on your course of study in UG.

After completing class 12th from a recognised board, you have to do graduation in any discipline from a recognised university in order to be eligible for UPSC exam.

After clearing the UPSC exams, you will be sent to Lal Bahadur Shastri National Academy of administration for training and after the training, you can join Foreign service institute.

So, candidates who secure a job as an IFS officer in India will be awarded various perks . Apart from this, the Indian Government also provides Special Foreign Allowances for the candidates who are posted out of the country.
