Also, you can go for newer nits like

NIT Mizoram, NIT Nagaland, NIT Sikkim, NIT Meghalaya with branches: Civil, EEE, Chemical or Biotech.

Your chances for IIITs are likely but for IIT it's quite difficult.

Through the ranks you mentioned it is quite difficult to get admission in your dream college, As the College itself is so much Reputed and the branch You've chosen is the most competitive. the cut offs might be lower for SC categories and it lies between 10000 rank generally. but with your rank it is challenging to secure a cse seat.

The cutoffs varies from year to year based on the number of applicants, availability of seats and performances
