Ph.D. holders have to register (for being considered when there is a vacancy in the corresponding field)

In order to become an ISRO scientist, you first have to complete Graduation in BE/Btech in any one of the popular streams from Mechanical engineering, Computer Engineering or Electronics Engineering. Then You have to apply and appear for ICRB Exam (ISRO centralized Recruitment Board Exam).
The eligibility criteria to apply for ICRB exam is as follows :
Students must have completed BTech or BE degree in Electronics, Computer Science, or Mechanical or any other related field with a minimum aggregate of 65% marks or 6.8 CGPA on a scale of 10 .
So with this being said, You are not eligible for ICRB exam with the above mentioned engineering branch.

You need to score at least 65% in your BTech/ BE program.
Your age should be below 35 years of age.
You must take the test by the ISRO Centralized Recruitment Board.
The test includes a written test and an interview to join the team.
All the candidates who are willing to apply must have qualified B.E/B. Tech or equivalent qualifying degree in first class with an aggregate minimum of 65% marks or CGPA of 6.84 on a scale of 10.ISRO recruit candidates with PhD in Astronomy, Physics and Mathematics along with engineers in disciplines such as mechanical, electrical, electronics and computer science so you should must have a degree in any one above mention subject.
On completion of the BTech/BE degree, the third step on how to become a scientist in ISRO is to give the ISRO Centralized Recruitment Board (ICRB) exam.
clear this exam and you will be eligible to get job in ISRO.

The age limit is the same candidates who are between the age group of 18 to 27 years and who have passed class 12th can register for the SSC CHSL recruitment process. There is no news regarding the SSC CHSL 2023 yet. Keep an eye on the official website for the latest information. 27 years is the upper age limit for general category, Whereas reserved category candidates are given age relaxation in the upper age limit. The Staff Selection Commission will declare the SSC CHSL result 2022 tier 1 soon in online mode on the official website at ssc.nic.in. The SSC concluded the SSC CHSL 2022 exam for tier-1 on June 10, 2022.

It selects the candidates based on the academic performance and biodata, initial screening will be conducted to shortlist candidates for taking up written test.
The call letters for the written test to the shortlisted candidates will be sent only via Email.
Based on the performance of the candidates in the written test, candidates will be shortlisted for interview.

ISRO recruits scientists if they have a PhD in astronomy, mathematics, or physics. Along with this, the candidate must hold an engineering degree. You can opt for polytechnic and lateral entry into BTech after that, but lateral entry will close the gates of reputed institutes like NITs and IITs for you. So it will be better to give the JEE after class 12 or after you complete your polytechnic. The recruitment is conducted by the Centralized Recruitment Board. Selection is based on the written exam and interview.
Also, you can join the ISRO having diploma degree in electrical. There are many posts available in ISRO for diploma holders in EEE like
The no. of vacancies use to be very less. So it becomes a very tough competition
But, I would suggest you to pursue B Tech ,if you want to apply for scientist
