You cannot pursue both the courses as regular. You can join iti and write 12 th exam as a private student.You can't do both the courses full time simultaneously. Also as per the government order,two diploma courses at ITIs equivalent to 12 th.

Diploma is a 3 year duration course but having done your ITI. You can take admission directly in the second year of Diploma through Lateral Entry.
There are many Govt. and Private Colleges who offer diploma courses.
But Govt. Colleges have relatively less fees to pay than Private Colleges.
For example Diploma Course fees in Govt. College in Uttarakhand is approx. 18000 INR and it can be different for every state.
Every private college has their own fees structure which is different for each College.
But you can also get admission in various Govt. Colleges after clearing entrance examination test which are held by every state every year.
So you could get into top colleges of the state.

Must qualify the written test + skill test.
Workshop Instructor Exam Syllabus is based on ITI/Diploma standards’ examination.

The work of an ITI AC Mechanic is to repair, maintain, install, carry out regular inspections, design new equipment for Refrigeration and Air Conditioning Systems and keep himself updated with current developing trends.

see generally it depends on the organization and their expectations, if the vacancy comes for freshers then you may apply once you complete your graduation or relevant course required to become a ITI teachers. I would suggest to apply for private institute as well to gain experience once your degree course completed.
