There are several colleges under Delhi University which provide certificate and diploma courses in French language.
Colleges are Miranda House , Ramjas College, Satyawati College, Hans Raj College, St. STEPHEN'S College, Daulat Ram College, MATA SUNDARI college and others.
These colleges either provide Diploma or certificate course.
There is also one department under Delhi University which provides full time foreign language courses. The department is DEPARTMENT OF GERMANIC AND ROMANCE STUDIES.
JNU & JAMIA also provide French language course .

IIMs accept candidates from all disciplines, especially major opportunities are given to the ones who do not belong to Engineering domains. Now, what happens in reality is maximum marks are usually scored by people belonging to engineering domain due to the design of engineering courses which boost their analytical and critical thinking.
Thus, in general, cutoffs for students belonging to Arts domain for IIMs are usually decreased a bit, so here you will be having an upper hand.
For example, to get into IIM A, an Engg student needs an average of 99.5 percentile while for a student from other disciplines (BA / BCom) needs no more than 98 percentile.
Now, again CAT is a 300 mark paper and the highest marks scored is sometimes around 250 (100 percentile), 95% i.e. 285 is an extreme difficult task.
If you're talking about 95 percentile (which is around 155), that is a legit score. And with such a percentile, and with Arts as your UG, be assured to get a great B. School (although not IIM A,B,C)
Also, to answer your next question, No, Commerce students will not get any extra benefit by virtue of their discipline.
Last but not the least, being a non-engineer, you will already have an upper hand for CAT, do utilize this opportunity and try to score as much as you can in CAT. A percentile of around 98 and above with decent 10th and 12th marks will ensure entry into the top IIMs (IIM ABC) as well.

You haven't mentioned the name of the university entrance test for which you're appearing, if the medium of the paper is bilingual as in English/Hindi, then you can choose to answer in language as per your preference, since you haven't mentioned the name it's difficult to provide you any detailed information for the same, you can check out the official notification of the concerned university regarding this
See there no such restrictions in terms of Japanese Language Interpreter. But if you see the vacancies notification in any of the site then you will find out that for most recruiters the focus is on the experience in the job. Apart from this there are some recruiters which can create restrictions for Fresher Interpreter within age 35-40. So if you have experience, you have nothing to worry. But if you didn't have experience, then it would be better for you to apply with in 30-35 years of age for maximum opportunity.

On the other hand, the English language has very less complexity problems. The English language has a lot of words and synonyms to express things. Any word or its meaning can be expressed with a high level of accuracy using English language.
English is definitely the most commonly spoken language in the world so far. On a global level, English has the most number of speakers, who speak English either as a first or second language. Without any doubt, no other language in the world will come close to English in terms of its huge popularity.

The eligibility criteria for BA English(Hons) in Delhi University is passed 10+2 from a recognized board securing 55% marks or more in English, and the rest of three subjects can be from any other language subjects core or elective included in list A/Economics/ Geography,/History/Philosophy, Political Science/Psychology and Sociology/Legal Studies/Mathematics. In the set of best three if you include any subjects from List B it will lead to the deduction of 1% per subject, with total deduction of 2%, and if you include any subjects that don't belong either to List A or B, it will lead to a deduction of 2.5%.
Now, coming to your question yes, you can include any language that is included in List A, the included language can be core/elective, so you can add English and best of three amongst Hindi(core/elective)+Economics/ Geography,/History/Philosophy, Political Science/Psychology and Sociology/Legal Studies/Mathematics
