You can try for really good colleges like COEP, Pune where there will be students coming from different parts of India. Just make friends there and you will be fine. Trust me Languae will not be that much of a barrier as you think.
You can try Mumbai also.

There are various Central, State and Private Universities which offers B.Ed Course and they Conduct entrance examination for Admissions. A State level B.Ed entrance exam is also conducted by various States like in U.P they conduct U.P B.Ed JEE, in Maharashtra they conduct Maharashtra B.Ed CET (MAH B.Ed CET). Central Universities like Delhi University, Banaras Hindu University, Jamia Millia Islamia, Aligarh Muslim University also conduct Entrance exam for B.Ed Course. You can appear in any Entrance exam, score good marks and you will be alloted a College through Counselling process.
B.Ed is mandatory for all those who want to teach in primary and secondary schools. National Council for Teacher Education (NCTE) is a statutory body which delegates and regulates programmes in teaching across the country.
Eligibility for B.Ed Course:
Candidates with both graduation and post graduation degree in a relevant field of study are eligible for the B.Ed programme offered by various reputed Universities. However, the graduates must have scored 50% to 55% in their qualifying degree exam and the postgraduates have to secure at least 55% in their respective qualifying degree exam to be eligible to apply for various B.Ed entrance tests.
Fee structure: Average Fee in Central Universities: 10000-15000 rupees per year, in State Government Colleges: 15000-30000 rupees per year, Private Colleges: 40000-70000 rupees per year.

One thing I need to clear that the board does not decide your marks, the marks are decide on the basis of how a student is. So it will all depend on your hard work. Nowadays there are many free online materials available for studying. Make a goal and set a target daily. Make notes and practice as much questions as possible as cracking 12th is not that tough task. Just need 1-2 month to complete dedication.
