If you were to take my opinion then i would suggest you to kindly make your recent ews certificate as per the criteria because ews certificate will be valid for one year only.
So, if you have issued your certificate in this year then you don't have worry . You can upload that certificate only. But if haven't applied in this year then kindly do it now.

See you are starting your preparation late , so it will be really difficult for you to get 90% plus in 12th , but it is not impossible , so my suggestion would be that you first take out the last 10 years question papers and then kindly solve or learn only those topics first which have been repeated more than one time in this way you will be able to score the maximum marks , and if you complete the last 10 years papers early then your exams then you will be able to cover up more topics and this way you can maximize your marks in 12th , also Iam sharing a link of career 360 , which has got all the information needed , for your help , please refer the below link .

You have enough time to study you just need good strategy and time management. plan your day, and subject which have maximum syllabus is still untouched.It is possible only need your determination
first thing you need syllabus and last 5 year question paper by which you can analysis the patter and type of question asked in the examination.
you need to study smartly, so you can get maximum benefit in lesser time. ask your teacher and seniors for help, to tech you at least those topics which you have zero knowledge, it will save your time and energy to .
practice as much as question possible, solve model question.
try to complete those topic which have been asked frequently in the exam first and then the rest topic.

For theory and practicals, students in grades 10 and 12 should use the NIOS 2022 syllabus. For public and on-demand exams, the NIOS syllabus 2022 Class 12 and 10 is the same. It is required to participate in a minimum of five disciplines. Students can take a maximum of two additional subjects in addition to the mandatory ones, according to the NIOS board syllabus 2022. NIOS 12th exams are held twice a year. The passing marks is just 33 % in 10th and 12th. After passing five subjects, including at least one or two language subjects, the student will receive a passing grade in NIOS Result 2022.
The subjects for class 12th are divided into six categories. A total of five subjects are available for students to choose from. From group A, one or two languages subjects must be chosen. Groups B, C, D, E, and F should make up the rest of the subjects. Students must choose only one subject from each of these categories. Each subject's significant NIOS syllabus 2022 class 12th subjects are also listed below.

With reference to your above mentioned query, I would like to tell you that Central Board of Secondary Education has released the CBSE Class 12 syllabus 2021-22. This year, CBSE will conduct Class 12 board exams in two terms. The term-wise CBSE reduced syllabus Class 12 is available on the https://www.cbse.gov.in/
As per the new circular, CBSE will conduct the board exams in two terms with a 50% CBSE 12th syllabus 2021-22 in each term. CBSE 12th exam date 2022 term 1 will be conducted from December 1 to December 22, 2021. CBSE Class 12th exam date 2021-22 term 2 is expected to be held in March/April 2022.

See there are no such given specification of time range for which you can say that your EWS certificate will be ready. So if you need it on emergency, you must visit your SDO/DM office and request the official in written regarding your emergency of the certificate. It may get considered accordingly but nothing can be concluded for sure.

Yes, you will be eligible for UPSC 2024with your mentioned date of birth
This is because,
To be eligible ,you need to be at least 21 years old as on 1st August of the year of appearing for UPSC examination i. e as on 1st August 2024 for UPSC 2024 and you fulfill this criteria with your mentioned date of birth as you will be 21 years old on 15th march 2024 i. e before 1st August 2024 and thus eligible.
