you can change the college. for that you need to submit the required documents i.e allotment certificate at the time of next phase counseling to change your college.
There are terms and conditions in cancellation of seats in KEA .
The candidates have to cancel the seat through online and through a single-window system by using the log-in portal only.
Seat cancellation cannot be done through e-mail or messages.
Once you are done with your First Round's option entry there is no chance for u to add any options for the 2nd round unless a few seats have been added by a college after the 1st round allotment. However, you can change the order of the options that you have entered before the 2nd round allotment.

Obviously you can drop out from the college by filling admission withdraw letter and you can prepare for the exam of your choice . Every year there are lot of students who are already enrolled in one course but leave that and prepare themselves for entrance exams like JEE/NEET etc.

You can apply for state counselling only for that state in which you have lived for last 10 years . Actually that means you can apply in your state only.
For Example,
If you are from some other state, and living in Kota, then if you can get domicile certificate of Rajasthan, then you can apply for counselling in both states.
Office of the Chairman, NEET UG Medical and Dental Admission/Counselling Board and Principal & Controller, SMS Medical College and Hospital, Jaipur is the competent authority to conduct the Rajasthan MBBS 2021 counselling for the eligible applicants. For Rajasthan MBBS admission, including the mop-up round, the authority will conduct a total of three rounds of counselling. Rajasthan NEET counselling 2021 will be conducted in online mode for 1st and 2nd round whereas it is conducted in offline mode for the mop-up round.
There are few states in our country which are called open states. In them, you can apply for counselling even if you are not their domicile.
