If your grade in the CBSE Boards exam for grade 12 was 69%. You should take the admission exam for your UG programme rather than taking the 12th standard again in order to improve your marks. Because retaking the 12th grade would cost you a full year. It was a dangerous and demanding job to undertake because in NIOS you have to prepare themes for both classes 11 and 12. However, if you prepare for the entrance exam there is still hope for you to enter a good college and have a skillful and happy life if you wish to attend IIT or NIT. Don't worry, you still have the opportunity to visit and participate in them. When you have finished your bachelor's degree, you can apply there for a master's degree or post-graduation courses.

If You're not able to do well in 12th standard then you should do something about it because 11th & 12th standards syllabus makes our basic foundation strong. Hence if you will not study well how can you qualify the examination.
As per my knowledge, You may not be able attempt the JEE Advance Examination.

No, not only in NIOS, in fact any of the board do not allow Open Book examination as it is considered as unfair means and malpractice. Therefore it is not practiced.
NIOS is Open schooling board it conducts board exams as well as On-Demand Examination so that any candidate should not waste his/her complete year.

The study centre of NIOS must be located in Delhi for the 85% delhi quota. Hence, yes. You will get Delhi home state quota in some cases.
Specific requirements, such as a regular academic schedule and an 11th grade passing certificate, apply to DU colleges.
It will be beneficial if you wish to give entrance exams where they accept Delhi home state quota.

A minimum of 50% in the class 10 and 12 exams is required to be eligible to enrol in a BA programme. Admission for a BA is determined by both aptitude and merit.
So, as per basic eligibility criteria to get admission in BA, your cousin can join BA if the total percentage is more than 50%. Pass factor is okay for your situation.

Yes since you have passed your 12th grade in PCM, you can appear for 12th from NIOS again.
However, you will only be issued a marksheet after successful completion of 12th standard. No other certificates shall be issued.
Your old marksheet would also be valid, but you can't use both of them together.
