Yes you can do a course in Dr. Ambedkar University ,but for an under graduation course you need to clear 12th standard . You seem to have completed only your 10th, so right now you are not eligible to apply.For BA and B.Com degree the candidates must have passed 10+2 examinations from a recognized board. And for B.Sc the candidates must have passed intermediate in Science stream from a recognized board OR Candidates must possess at least one year of experience in the field of Science and Technology.Moreover , they conduct entrance exam for UG courses , so the selection is made based on the intermediate percentage and entrance score.

You can pursue graduation without intermediate, for instance IGNOU offers BPP which is a six months course, and if you pass this then you can pursue graduation from IGNOU, but you have to remember that in what purpose you'll be using this degree, what I mean is it for a job or higher studies, if it's so then then there are many courses or for that matter recruitment which clearly specifies 10+2+3 educational qualification, hence it might become an issue, hence the best option is always to follow a traditional path, as this opens opportunities in more broader manner.
You can go for IGNOU, as it's one of the biggest and largest open university in India, it has regional centre all over India, under RCs there are many study centre, so you may consider IGNOU as your option, other than this other open universities to consider are tamil nadu open university, br ambedkar open university, university of madras, alagappa university to name a few.
