see I assume you are asking about neet ug exam, ncert books are best for concept building, since there is no mathematics in biology you need ins and out information to get a good score. its not mandatory to join coaching, and by self study you can also achieve

Since you have failed twice and studying it for the third time,, so in this situation As per my knowledge you are eligible.
