Last Year I remember this same issue was raised during the NTA JEE Main Examination in August/July, when the Cases were reaching the Peak of First Corona Wave in India. Yet, the Government made it successful in organizing the JEE Main Examination with around 11 Lakh students and the procedure ended with JEE Advanced and NEET in the Subsequent months with the Counselling Procedure. That was JEE Main, there was infrastructure issues due to the Computerized medium, however such problems are yet not there during the Conduction of Class 12 Examinations and can easily be done with safe social distancing and SOPs like 10-20 Students in a Classroom and so on.
At the age of 16-18 it might just be a temporary bliss for students, when the Exams get cancelled, but its just effecting there future. When they go on to pursue Graduation, suppose in Delhi University, they wont have the same intensity of academic performance as their Seniors had. This is not the Academic Brand which India Possesses. You should give your Examination, with Due Safety and Precautions especially when the Cases are decreasing at a Rapid Rate with it subjected to be less than 50k Cases per day by June End.
If today youre not ready for facing Challenges especially when the Government is taking care of the Safety, how can the country expect you to take up responsibilities perhaps if you become a Frontline Worker or a Responsible Civil Servant later.

As per Himachal Pradesh State quota, one is eligible for 85% state quota in government colleges if parents are bonafide Himachalis, and the candidate has passed his at least two exams (from class 8th to 12 ) from a school located in Himachal Pradesh affiliated to any recognised board.
So, even if your kid is studying outside Himachal Pradesh for last 6 years he /she can still get 85% state quota in Government Medical College of Himachal Pradesh if he /she passes at least two classes ( 8 to 12th ) from a school located in Himachal Pradesh.
Also,
Those Bonafide Himachalis who have passes Class 10 /12 exams from Navodya Schools in Himachal pradesh or with other Navodya Schools in the country under exchange programs are eligible for 85% state quota in Government Medical College. So, your kid will be eligible for 85% state quota even if he fulfills this criteria

Hope you are doing great as per the question asked by you every year pre board is conducted for students of class 10th-12th so that they should have handful knowledge about the paper pattern and exam pressure that is board exam pressure. And they are being conducted by individual schools respectively and board does not send papers for that.

Last year central government introduced New Education Policy to overcome the shortcomings faced by the students.
At this point of time, no information have come into light about implementation about nep in Maharashtra .
This policy was introduced by the Central Government and thus implementation will not take place in Maharashtra specifically .

To get PCM, there is as such no minimum percentage. The criteria is determined mainly by schools in which you wish to take admission in. Thus, you can go for PCM but it entirely depends on the school you want to get admission in, On addition of this, if you wish to join a dummy school, there are a lot of educational institutes that offer students an option for dummy school, you can directly contact the educational institutes for that. Also, you can opt for NIOS which is a option for candidates who wish to give exams as a private or open candidate.

Hello student we don't recommend/promote dummy school, you should get admission in a proper school in which you can go and get classes of each subject because school study is very important specially at higher secondary level you should attend school properly. Due to covid 19 second wave schools are closed in mostly state still admission process and classes are taking place online you should take admission and join classes online or as per the direction of school.
