As per the ministry of home affairs released new guidelines for Unlock 4,the school, colleges, educational and coaching institutions will continue to remain for students and regular class activity up to september 30. However, virtual learning platforms will continue. Only classes 9 to 12 students will be permitted to visit their schools but these guildlines are only for non-containment zone. Hence, the same rules will be followed by everyone.

This is a very ambiguous question you asked here. For NEET 2021 no one can tell will the paper is going to be easy . As for this year students were guessing that this year's paper is going to be tough because previous year (2019) NTA also put out an easy paper. So as of now, this cannot be said that paper is going to be easy but what you CAN do is preparing very well. For this you need to analyze this year's paper thoroughly, try to mark important topics they have covered in this year's paper .

As of now there are no clear guidelines made available about the schools and colleges reopening, you might expect some information by the 21st September as government has indicated about the reopening by the 21st September for the classes 9 to 12th.

As per your question, regarding reopening of schools then some states have decided to reopen their schools. Class 9 to 12 students can go to school after reopening.The states which are going to reopen their respective schools on 21st of september are:-

at first, we should hope that schools and colleges re-open , so that we can continue with our studies in the offline mode.however, steps are being taken by the Government of India in finalizing the New Education Policy by October of 2020 so that the Policy can be implemented by 2021.

The National Education Policy 2020 (NEP 2020), which was approved by the Union Cabinet of India on 29 July 2020, outlines the vision of India's new education system.The new policy replaces the previous National Policy on Education, 1986. The policy is applicable for elementary education to higher education .
But while coming to topic the new educational policy will be implement entire NEP policy by 2040.The government till then slowly implement the policy key points one by one, while taking care of funds to maintain the NEP proposal. Shortly after the release of the policy, the government clarified that no one will be forced to study any particular language.
*So the new educational policy will not implement completely till 2040.
