I would like to say that no branch is good or bad. Indian people judge a branch good if they hear a student getting an extremely good package from that branch. Since CSE students, have been placed in Super dream companies such as Google, Apple, Microsoft, Amazon, etc.

I would say not much, rather it will be very specific and limited. You will find very fewer universities offering such courses, and that too the placements will be very limited and seasonal. In my opinion you totally can. There are very few institutes under DAAD who restrict students from various colleges/institutions. Even then, I cross-checked through a random course under the programme and found the same conclusion.
