If you have been selected in the list for admission, then you should take the admission or else your application will be rejected and your seat will be provided to the ones who are in the waiting list.
See after you are shortlisted the student takes admission as a Provisional student and after that when you submit all your marksheet and verification occurs you become the student eligible for the university. So you have to take admission, else you will miss your seat out.

If 32517 is your category rank in CLAT UG with such rank you do not have chances to get seat in any NLU. The cut off rank is slightly lower for NLUs. Click on the link given below to check the previous year cut off rank for admission to Under Graduate courses in NLUs

As you can see you need to secure a decent rank to have good chances to get seat in an NLU. Cut off changes every year, it may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc. If you wish to get admission in NLU then you have to appear for CLAT 2022 and secure a decent rank.

It depends on where you live. If you live in UP then your domicile will be of UP and if you live in Delhi then your domicile should be of Delhi. It doesn't matter where your hometown is. It's about where you live. Domicile certificate of a state can actually help you get admission in a good college in that particular state.

Sorry to here that you were unable to fill the application form for NEET 2021, but don't worry about NEET 2022 entrance as you will be still eligible to give NEET exam , NTA does not banned candidates you are unable to submit the application forms. NTA will only ban you if you uses any wrong means to give NEET entrance exam like cheating in the exam , or submitting fake identity then you will be banned in future.

Classes are held in study centre only where a student gets enrolled, atteding classes is personal choice entirely, it's not compulsory in either of cases, the core difference between DU SOL and IGNOU is study centre of DU SOL are limited in the state only, unlike in case of IGNOU which has regional centre in every states, and study centre function under RC, so you can find study centre/colleges under various district of your state, say you belong to UP there are Regional Centre in Noida/Lucknow/Varanasi etc, you can choose as per your preference, study centre are allotted in IGNOU for assignment submission, conducting term end exams, and if you wish you can attend classes which are held on weekends only, but due to pandemic as I said things are different as of now.
and the reason being IGNOU is the largest open university, but due to the pandemic both the university have started helping students with online education, and this helps in current situation also,

If you belong to Humanities stream, you can begin with reading your own NCERT textbooks in details. The core basic of the UPSC CSE is started by reading the NCERTs to form a strong base. Even if you belong to other streams, at this phase, you can begin with just reading newspaper. It may appear to be simple, but, when you will start reading newspaper in your UPSC preparation, newspaper alone will take 2-3 hours to get the details. Read The Hindu and The Indian Express, slowly you will develop pace and can identify the important topics to be read. It can save your further time. Right now, just focus on your class 11 and 12 studies. If we see, it will be too early to prepare for the exam. UPSC prepares the syllabus accordingly and it will take a maximum of two years to complete the comprehensive syllabus including both Mains and Prelims. So, right now you can focus on your studies and can begin with newspaper reading.

Caste certificate can work in any state and there is no rule that you have to you have to show the caste certificate of the state you are currently living in, to get reservation benefits in an exam.
As you asked that should you fill SC in your application form or not, so yes you should put SC in the form if you have caste certificate and no matter from which state it is.
