Yes u can and for better u can also choose ur optional subjects in which u are doing your masters and if not u can also appear for ugc net or u can do masters for distance education and give a full time towards your preparation

In a nutshell, MEC and CEC are excellent courses to take if you want to prepare for your UPSC & IAS exams. As you must be knowing to clear any exam you must be knowing the basics of it. So for IAS preparation you have to qualify upsc exam. For that you must have cleared firstly your basics strong and to make it strong you can study ncert books from class 6 to class 12 and after that you can took up some reference standard books.
Fir mains you firstly have to decide what you want to do in optional subjects. So firstly think of it and then just go for it. So fir that open the upsc website and then search out the syllabus according to your optional subject.

I don't think so as per the eligibility criteria the degree certificate should be recognized under the university grant commission therefore i think it should be approved by MCI so that it will become equivalent to indian degree and second necessary condition you should be an indian citizen
