Krish, to b e eligible for UPSC, you should have completed your Graduation in any stream. So you can study your Bachelor's in any stream. But previous years Statistics state that Candidates who have studied History, Anthropology, Geography have been able to score good than their counterparts. So you may try that too. This way when you take an Optional subject for your Mains, it would be helpful for you.
UPSC is a 3 stage selection process involving Prelims, Mains and Interview which tests your personality test. Prelims has 2 Papers namely General Studies and CSAT.
General Studies has Current Events, History of India and Indian National Movement, Indian and World Geography, Indian Polity and Governance, Economic and Social Development, Environmental Ecology, Biodiversity and Climate Change and General Science.
CSAT has Comprehension, Interpersonal skills including communication skills, Logical Reasoning and Analytical ability, Decision making and problem solving, General Mental Ability, Basic numeracy and Data Interpretation.

Revise :- there's no point of preparing for the exam if you couldn't recall anything in the UPSC Examination so you should stress on revision as well.
Solve previous year question papers and mock test papers ;- You should solve these , it will give you idea of types of questions asked and their difficulty level and will help you a lot.

Ofcourse one can take UPSC and state PCS for sure. UPSC exam dates has been postponed for prelims for 2020 syllabus is same as of previous year. There is no restriction on number of exams to take you can fill the state PCS exams if you are comfortable with the language papers.

UPSC is a national level examination. Every Indian irrespective of their state is eligible to apply for the exam. The eligibility criteria says that the candidate should be a citizen of India. It doesn't says anything about domicile or graduating state.

A simple graduation is all you need to sit for UPSC civil services if you are talking about civil services no matter from which stream. You can take any subject in your graduation but if you want to pursue BA I'll recommend history, geography will be best as in interview you can't be cross questioned as why you want to change your profession after graduation also you will be completing some syllabus of upsc during BA. But it's completely your choice what you want to choose.
Yes, BA sociology can be beneficial in your UPSC CSE preparation run. It is not that it is the only one subject which can be beneficial as you must have seen that most of the qualified students hail from Humanities ground.
In fact it is the optional paper which proves to be a king maker. I have seen various students opting for Philosophy or Anthropology inspite of having Engineering Background.

Yes, after the completion of your BSc you can definitely write UPSC examination , this is because to be eligible for UPSC or the IAS examination there is no compulsion to be a graduate in a particular subject, all you need to be eligible is that you should be a graduate in any discipline.
