As mentioned officially," Any candidate can apply for more than one institute situated anywhere in the state ", yes, you can apply as many institute as you want irrespective to its district.
You can check your application status, once it is verified and notifies you through the contact information you provided. You can also visit there web portal to view daily updates and newsletters, which may contain notifications about application status update. I suggest you to check the web portal regularly (every three to four days).

As you have mentioned that you appeared for class 12th in West Bengal board but you are not satisfied with your result so you want to apply for improvement examination from CBSE.
The criteria for appearing in CBSE improvement examination is that candidate should had given CBSE formal examination in the consecutive year. So, you are not allowed for appearing in CBSE improvement exam.
Also, there are no such provision of improvement examination in West Bengal board. But I suggest you to apply for rechecking the subject, that you consider you got less marks than expected.

As you have mentioned that you want to take re-examination/improvement examination from West Bengal board. Unfortunately, you have a bad luck this time. The board do not provide any improvement examination provisions to the students like CBSE do.
You must not loose your hope, and try to re-appear in class 12th from different board like CBSE, ICSE. The syllabus remains almost same. But you will be treated as a fresh student and needs to give each practical and examination as per school and board rules.
The latest class 12th result will be considered. You can also take admission in NIOS, but certain institutes and colleges do not accept it's results. First observe your targets colleges eligibility criteria, then choose accordingly.

West Bengal Board of Higher Secondary Education doesn't provide education from NCERT books directly. There are similarities between the council provided syllabus and NCERT syllabus. Some chapters and topics are exactly similar. If one wants to learn more and to its fullest then it is recommended to follow the NCERT books alongside their own syllabus.
