As you have passed higher secondary from West bengal board in 2021 and considering you would take a drop for preparation of neet then let me tell you that there is as such no criteria that your 10% marks will be deducted if you go through neet.

Yes,you can take admission in 11th class with whatever stream you want if your school is allowed to do so. actually registration for class 12th board is done in class 11th which may hurdle you if registration is completed for 12th in your school then it is not possible

This is because,

You have passed 12th from west Bengal board i. e West Bengal Council of Higher Secondary Education

And

code 2 says it is for all those who have passed their 10+2   / higher /senior secondary /   Indian School
