In Tamil Nadu NEET PG counselling, Round 2 is conducted after Round 1 vacant seats are announced. In this round you can upgrade from Round 1 seat.

Yes, there will be a second round only if the seats are vacant after the first round. Even though there's no explicit information on second round for PGIMER for B.sc Nursing, but this has been the standard practice for a past few years.
