Upload the application receipt/ acknowledgement if possible as most authorities allow you to submit the actual certificate later during the document verification stage.
Missing the deadline is worse than missing the certificate (Something is better than nothing). So don't miss the deadline and fill the form.

Getting VIPS in 2nd spot round would be tough but it ain't impossible. Although in IPU, 85% seats are reserved for Delhi candidates, your rank is good. So yes, there is a possibility of getting VIPS in Spot Round 2.

To take admission in NIFT College, you would need to give the CAT (Creative Ability Test) and GAT (General Ability Test). For Bachelors, you could either go for B.Des or B.FTech.
