its last day for IB SA, i doesnt have domicile certificate but i have applied and it is getting delay, what to do now, may i proceed and apply for it without domicile, please kindly respond to this message

As it is the last day for submitting the application form for IB SA, yes you should proceed and apply today and not miss the deadline.
Upload the application receipt/ acknowledgement if possible as most authorities allow you to submit the actual certificate later during the document verification stage.
Missing the deadline is worse than missing the certificate (Something is better than nothing). So don't miss the deadline and fill the form.
