It is highly improbable to get an MBBS seat with 140 marks in NEET, even for OBC candidates, as Government medical colleges usually require higher as mentioned above 450–500 for OBC in most of the states. With 140 students will usually be limited to private colleges or management quota seats and even that will be sometime doubtful.
