Getting admission to UIIT Shimla via HPTU with 106 marks also depends a lot on the cutoff of the year, your category (General, SC / ST, etc), and the vacancies available. In past years the cutoff for General category students has typically been higher than 106, so getting admission in the first round, may be more difficult for you. With a CUET score of 317 and being under the SC category it's quite unlikely for getting a paramedical courses in top Central or state universities,as cutoffs are usually much higher.

Admission to Class 11( PCB stream ) in KV is based on Class 10 board exam performance and availability of seats in the desired stream. Here's how the process works:
