This is determined by the location of your qualifying examination (i.e., where you pursued and completed your Class 12th), not your permanent residence or home state (such as Uttar Pradesh).

For admission through state quota seats—such as those in government colleges within Uttar Pradesh—you will still need to meet the domicile requirements of that particular state. In other words, for centralized exams your eligibility will be tied to Sikkim, but for state-specific counselling and quotas, you must provide valid domicile documentation for the respective state.
